RSA 40:13, Senate Bill 2 continued: The second session (voting session) allows voters to cast their votes for local elections, zoning articles and all warrant articles. Some SB2 Ballot Towns as of 12/31/20 and town populations are very interesting when compared to Moultonborough. Ashland’s population was at 2,239, North Hampton’s was 2,604, Sunapee’s was 3,377, Carroll was 795, and Northwood was at 4,632.
While these towns realized that SB2 is the new narrative for towns to have moving forward, it seems that the town of Moultonborough with a population of 4,950, will be left behind because of a lack of compassion for others that would like to vote, but are unable too for various reasons. This is not the American way that was instilled in me when I was growing up.
There are descenters on the Selectboard and their minions that spread false information to defeat the passing of SB2. One example is, that voters do not have the opportunity to voice their opinion like at the traditional town meeting. This is not true.
How will the meeting change? Can opinions still be voiced? There are a few significant changes that occur. First is the creation of a second session specifically for voting. The deliberative session (first session) is similar to the traditional town meeting but is held earlier. During this meeting, all articles can be explained, discussed, debated and amended.
The articles presented or amended will be placed on the official ballot and voted on at the second session. Most SB2 municipalities hold their first session in late January to early February (second session). RSA 40:14 (Technical Assistance SB2)
Reconsideration of special or individual warrant articles? RSA 40:13, XV does not allow reconsideration on votes cast at the second session.
