CONCORD — The Belknap County Sheriff’s Department assisted the state in apprehending a dangerous sex offender wanted by the law. 

Elwin Albert Moses, 65, was apprehended in Vermont, the New Hampshire Department of Corrections said Thursday.

Moses was featured as one of the state’s Fugitives of the Week on Sept. 13, 2023. He was wanted for violating parole related to underlying convictions for felony aggravated sexual assault. 

Deputies at the Belknap County Sheriff’s Department received a tip indicating Moses was living in a tent in Concord, Vermont. They contacted authorities there and local police assisted in bringing him to justice. 

On March 11, Troopers from the St. Johnsbury Barracks coordinated with the Essex County Sheriff’s Department and located Moses on Long Hill Road in Concord, Vermont. He has a warrant eligible for extradition to New Hampshire for parole violations in 2022 and 2023.

Moses, when confronted by law enforcement, attempted to evade identification by providing a fake name. Despite his attempted misdirection, he was taken to the St. Johnsbury Barracks for processing. 

Moses is being held without bail following a hearing to allow authorities time to arrange his transportation back to the New Hampshire State Prison for Men.

In other news, the NH Department of Corrections is seeking information regarding another fugitive, Anthony Dale Haislip, 45, with reported violent tendencies.

Haislip, previously featured as Fugitive of the Week in July 2023, is still wanted for parole violations resulting from a conviction for assault in the second degree, domestic violence and strangling and stalking — he apparently caused his victim serious bodily injury by strangulation.

Haislip’s described as 6'4", 260 pounds, with green eyes and brown hair. He has “extensive” connections to Polk County, Florida, but was last known to reside in New Hampton. Haislip has a history of violence and drug use, and is described as dangerous.
