I am writing in support of HB 1574, which addresses a clear gap in support for New Hampshire students with disabilities. This bill allows school districts to extend eligibility for free and reduced‑price meals to students who remain in school beyond age 21 under an individualized education plan (IEP).

Under current policy, students who qualify for meal assistance can lose access once they turn 21, even if they are still enrolled and working toward completion of their educational program. This creates an unnecessary barrier for students who already face additional challenges and depend on consistent supports to succeed. It is difficult to justify a situation where a student’s need for support remains the same, but access to a basic service is cut off due only to age.

HB 1574 provides a practical and targeted solution by allowing these students to maintain eligibility until they graduate, complete their program, or reach age 22. This change ensures continuity and stability during an important transition period, when students are preparing to move into adulthood and greater independence.

Access to reliable nutrition is fundamental to student success. For students with disabilities, disruptions in services like school meals can affect focus, attendance, and overall well‑being. This bill helps ensure that eligible students can continue participating fully in their educational programs without added hardship.

Just as importantly, HB 1574 includes reimbursement to school districts, ensuring that local schools can provide this support without placing additional burden on communities.

HB 1574 is a reasonable, compassionate, and practical step forward. I respectfully urge support.
