CONCORD — Despite a U.S. Supreme Court ruling to the contrary, New Hampshire lawmakers have again voted to claim Portsmouth Naval Shipyard, Portsmouth Harbor and the Piscataqua River all solely lie within the Granite State.

The House of Representatives voted in favor of an amended resolution — HR 45 — calling upon U.S. Congress and President Donald Trump to approve the initiative. The Feb. 5 measure on the House floor was approved in a 205-129 vote.

The resolution asserts “the state of New Hampshire holds absolute right and title to those lands submerged under the navigable waters of the whole of the Piscataqua River in trust for the people of the state,” according to its text.

The 226-year-old shipyard, the oldest among the Navy’s four public yards, has long been designated as being located in Kittery, Maine. The resolution additionally claims Seavey Island, home of the shipyard, and Badger’s Island, also in Kittery, are located in New Hampshire.
