I think Joyce Weston needs a civics lesson. There is no Article 83 to the U.S. Constitution. In fact, the U.S. Constitution does not reference education. Although U.S. citizens have rights under the Equal Protection Clause of the 14th Amendment, any and all obligations related to education are reserved to the States under the 10th Amendment.
