To The Daily Sun,

On Nov. 3, voters will consider Question 2, which would limit the school tax levy and SAU administrative spending. State legislation placed the question on the ballot, not a school board or a petition.

The school tax levy is property tax revenue raised to support our schools. Beginning in FY2028, the cap would limit levy growth for two fiscal years to the prior year's amount adjusted for inflation and qualifying new construction, excluding bonded capital costs.

As chair of the Gilford School Board, I wanted to share some information.

School costs, including staffing, transportation, and utilities, can rise faster than inflation. Because Gilford receives no state adequacy aid and relies on local revenue, a levy cap could create funding gaps. Despite the ballot language stating classroom instruction and school-based services would not be affected, the levy cap could have implications for programs, staffing, and services beyond central office administration.

The proposal caps SAU central office administrative spending at 6% of school district appropriations. SAU 73 includes the superintendent, directors of curriculum and technology, the business administrator, payroll, human resources, and supporting state and federal requirements. Special education is excluded from this calculation.

As an SB 2 district, Gilford voters review, debate, and amend the budget and eligible warrant articles at deliberative session before voting by official ballot. In March 2026, voters approved a citizen-petition article opposing a cap; the vote was 790-186. Question 2 is a separate state-mandated measure. Gilford High School also serves Gilmanton students through a tuition agreement.

The board recognizes property tax concerns and is committed to responsible budgeting and transparency. The effects of these caps on the district’s budget, programs, and services will depend on future revenues and operating costs. The board encourages voters to understand the provisions and implications before voting on Question 2.
