Substance abuse does not happen in isolation. That statement was the premise of a body of work that the “Center for Substance Abuse Treatment” put forth in 1998. For those who may want to research the subject further, the “Center” exists as a part of the U.S. Department of Health and Human Services. Vast sums of money were invested in a complete analysis of addiction some 20 years ago. Why, then, don’t we have a better grip on how to deal with the problem? The only conclusion I have been able to reach is that it is easy to identify a problem but much harder to effect a cure.
