Mr Lavers and Mr Copadis,


We are looking for some clarification on the following issue.  

There appears to be a broad discriminatory systemic issue at NHES for anyone who received benefits under the federal PEUC program, which has of course, severely affected many Granite Staters and their families. 

Claimants who were determined eligible to continue receiving their benefits under the PEUC program at the start of the new benefit year (around March 2021) are now being denied their right access the remaining 26 benefit weeks of their new benefit year that are available through the NH unemployment program. 

Starting in January 2021 any benefits that were paid under the PEUC program- did not utilize/or count towards any available benefit weeks in the NH unemployment program. 

In early 2021 for most the new benefit year started. In order for claimants to continue receiving their PEUC payments for the new benefit year the claimant *had* to be determined eligible for state unemployment benefits using the state determination guidelines. 

These claimants who were determined eligible for PEUC in early 2021, (current benefit year) should have 26 weeks of state unemployment benefits available for the remainder of this benefit year. 

This has not been the case for most.

There are hundreds/thousands of people in this situation, who are now being wrongfully being denied the right to access NH unemployment benefits, solely because they were eligible claimants for the federal PEUC program.  

If you could please provide an explanation as to why the majority is unable to access state benefits it would be appreciated by many.
