LACONIA — Recovery coach Phil Spagnuolo and environmental consultant Les Cartier are among those who have filed candidacy papers with the city clerk to fill a state House of Representatives seat left vacant by the death of Rep. Don Flanders, R-Laconia.

The special election for representative for Belknap County District 3 will be Feb. 27 and the primary will be held on Jan. 9.

Spagnuolo, a licensed recovery coach, is a founding member of Navigating Recovery. He is running in part out of a desire to participate in the state's battle against the opioid crisis.

He also wants to set an example.

“I want to show that people in recovery can accomplish things if they stay in recovery and give themselves a chance,” said Spagnuolo, a Democrat.

Cartier, a Republican, maintains an environmental consulting and compliance business in Laconia.

He and a third candidate, William Henry Davies, did not immediately return calls for comment.

Flanders died on Sept. 28 at age 82.

Candidacy filing was open Monday and Tuesday in the Laconia city clerk's office. Filing will continue through Friday at the New Hampshire secretary of state's office in Concord.
