The Deliberative Session for a Special Town Meeting in Gilmanton is scheduled for Tuesday, May 13, at 6 p.m., in the Academy Building.
The purpose of the Special Town Meeting is to see whether the voters will ratify the vote taken in March to lease/purchase a fire truck. The meeting is necessary to correct certain procedural defects with the original warrant article.
Specifically, because the town is using capital reserve funds to pay for a portion of the fire truck, the lease purchase agreement does not contain the usual "escape clause." The lease purchase is therefore considered debt because the town is unconditionally obligated to make payments. Because the town is financing over $100,000, certain statutory procedures were required to be followed, a separately-noticed public hearing was required to be held, and the article was required to be the first article on the warrant after the zoning amendments. Neither of these requirements were met.
This vote is therefore necessary to correct those defects.
