Evan Boulanger returned to work Tuesday afternoon after the state’s attorney general announced that Boulanger had been justified in the use of deadly force against Joseph Mazzitelli in a fatal confrontation on Sept. 30.The incident at the Irving station on Plummer Hill Road began with Boulanger attempting to arrest Mazzitelli on a harassment warrant and ended with Mazzitelli shooting himself in the head simultaneously with Boulanger... CONCORD —  The 20,000 Minuteman Health members who must find a new individual health insurance plan for 2018 have a reprieve from the federal government: They qualify for a special enrollment period that would allow them to select a new plan until March 1. Minuteman Health, a Massachusetts-based health insurance co-op, announced in June that it would stop offering insurance plans in 2018.
